WebRight now my Howling Blast (Rank 2) is hitting for about 800-1000 non crit. Obliterate (Rank 1) with the Greatsword of the Ebon Blade is hitting for around 550-700ish as a Frost Spec. This of course may change as the weapon gets better, but for now it seems a rotation of IT-PS-HB-BS-BS is the way to go for Frost.
